Learning is continuous process. Nobody cannot claim that after understanding some forms of language, they know everything of language , they know everything about the target language and they do not have to process the learning. If somebody wants to be excellent at the specific language, they must be exposes to not only the form they are taught, but also the culture, habits of native speakers. Language learning requires a lot of searching, strong mental healt hand ambition. Leaners need to learn language everyday, everywhere, every single time they find. That why i do not agree with the given statement
